Each season the ‘Elite Council’ reviews the registration numbers of the 4 Elite programs, (and the potential registration from communities) to verify that the numbers across the 4 Associations are within 10% of each other. The 10% number is the target that HC feels must be maintained to ensure a competitive balance across the associations.
